I agree with your view, and I did try to search deeper into the Upgrade Master Guide (https://websmp107.sap-ag.de/~sapidb/011000358700001267932011E/umg_nw731_orange.pdf), and found that this is still possible.
The only mandatory split is required if you are using the "NetWeaver BW on SAP HANA database", please check the image below, from page 44 of the guide I mentioned.
