if you've got webelements functions on those sections then there will be errors if they are referenced in the webuilder formula, or by other functions such as cascading sets. in order for those controls and their javascript vars to be written out on the report, the formulae need to be in printed (unsuppressed, visible) sections.
what is the work flow / end user interaction you're trying to accomplish?
