NEUPL does not create any planning file entry. With NEUPL, MRP plans all the materials for which a planning file exists on MD21.
Take a look on the following information provided on note 206666:
Total planning:
NEUPL (regenerative planning): All materials which have a MDVM record are planned
If the planning file entry does not exist, that means, if there is no record on MD21, you can run transaction MD21 to create the entry.
The flags for NETCH and NETPL are marked whenever there is an MRP relevant change for the material.
